Getting a Library Card

General Statement of Responsibility

A library card is a valuable resource. A library patron is responsible for all materials checked out on his/her library card, and if such materials are returned damaged or lost, the patron is responsible for paying fines or replacement fees.  The parents or legal guardian of a minor patron is responsible for all materials checked out on the minor patron's card. 

Getting a Library Card

A library card may be issued free to any Ohio resident, age 18 and over, upon presentation of a valid driver's license of photo I.D. with a current mailing address.  If the patron does not have an I.D. with current address, then another proof of current address is required, such as a recently postmarked article of mail, personal checkbook, utility bill, lease agreement or car registration.

Out of state residents, not working or attending school in the library's service area, will be charged a fee of $5.00 for a library card. This fee is non-refundable and is charged upon renewal.  Temporary residents must provide both permanent and temporary or school addresses. Out of state students attending an institution of higher learning in Ohio must provide their permanent and college addresses, as well as a student ID and current piece of mail. 

A patron between the ages of 5-18 years old may register for a library card, but must have the signature of his or her parent or guardian on the registration form, and the parent or guardian must present the required identification as outlined above; the signature will satisfy the requirement for identification for the patron under 18. No cards will be issued for patrons under the age of 5 years old. Restricted services may be requested by the parent or guardian on the juvenile's card application. The parent or guardian is responsible for any changes incurred on this card.

Items on this card incur fines. All materials checked out on the card are the responsibility of the cardholder. A printout of items will be given after every check out session or available upon request.

Digital Library Cards

If you are an Ohio resident with a valid email address, you can immediately get a special "all digital" library card. This card gives you access to our digital library - ebooks, audiobooks, streaming movies and more! Here's how to apply online:

  1. Begin here
  2. Fill out the form. For "PIN" we always recommend using the last 4 digits of your phone number. For "Library" select ST CLAIRSVILLE PUBLIC LIBRARY
  3. Click Register and you will be given your library card information! Be sure to write it down, as this is your access information to our digital library. 
  4. This card can be upgraded to a full access card at a later time by visiting the St. Clairsville Public Library with a current photo ID.

Lost, Stolen, or Damaged Cards

A patron should report a lost or stolen library card to the library as soon as possible. The owner of a lost or stolen library card is responsible for all materials checked out on that card up to the time that he or she reported to the library that is was lost or stolen. The patron may request a replacement for a lost or stolen card in person at the library. Cards will be replaced at a cost of $2.00. Cards that have been heavily damaged due to regular wear will be replaced upon request.
