ACCEPTABLE USE AND INTERNET POLICYInternet Use/Safety Policy
The St. Clairsville Public Library provides free public access to the Internet, a medium that offers a wealth of educational, recreational, and cultural information for Library users. Because the Internet is a vast, unregulated medium, the Library cannot control and is not responsible for the content or accuracy of information accessed over the Internet, including information contained in electronic mail, chat rooms, and other forms of electronic communication.
The Library uses filtering software to block access to some Internet sites. Since no filtering system is completely effective or efficient, further restriction of a minor's access to the Internet is the responsibility of the parent or legal guardian. Internet service to those 12 and under will be available in the Children's Department. Internet users in the children's area are not permitted to access Internet sites which may be unsuitable for minors. Users in all areas of Library locations may not use Internet sessions in a manner that is deliberately offensive or creates a hostile or intimidating environment or in violation of the law.
No objectionable or obscene sites will be viewed. No illegal use of the site will be permitted.
No e-mail will be permitted that contains obscenity or profanity.
Adults (age 18 or older) may bypass the filter by requesting that a Library staff member override the filter at selected Library computer stations.
To address issues of safety and security of minors when using electronic mail, chat rooms, and other forms of electronic communication, parents and legal guardians should urge minors to follow basic safety guidelines: never give out personal information (name, address, phone number etc.), never arrange via a computer to meet someone and never respond to messages that are threatening or suggestive, remembering that people online may not be who they say they are.
The patron, through any of the various vendors sponsoring such items, may obtain e-mail addresses. A one hour time limit will be set for the majority of computers. Shorter times will be permitted, as the equipment is available.
No downloads will be permitted onto the hard drives of any of the library computers. The patron may download to an external drive after that drive has been checked through the staff desk virus program.
This service will be free of charge, but copies made on the library printer will be charged at the regular price assigned to that printer.
If the patron is from out of the local area and does not have a card then temporary use will be granted or refused at the discretion of the library staff and director.
Our web pages use a cookie that is used to generate aggregate data using web analytics and does NOT collect any personable identifiable information. The type of information collected by this service is limited to web metrics such as:
1. Type of User Agent (Web Browser) used, software manufacturer, and version
2. Type of Operating System (IE: Windows, Linux, Apple, etc)
3. Screen Colors (Color Processing ability of your monitor)
4. JavaScript Support (if your web browser supports or has JavaScript enabled or disabled)
5. Adobe Flash Plug-in Version
6. Screen Resolution
7. Network Location, IP Address, and Country
8. Referring Site Statistics ( The web page url which brought you to this page, or what search engine and/or keywords brought you to our site)
This information is used to improve the library's web site, and to improve the computer and technology services we offer to our patrons and the public. This data does not contain any personal identifiable information and is NOT tied into or associated with the library's patron database in any way.
The Library does not release information on the use of the Internet by Library users except as required by law.
Users will adherence to all Federal, state and local laws. Users may not attempt in any way to alter, damage, or sabotage computer hardware or software (practices known as hacking) and will be financially responsible for any malicious damage to hardware or software. You also consent to monitoring of computer use for administrative and legal purposes. The Library is not liable for any damage to a customer's disk or computer that may occur from use of the Internet at the Library; nor is the Library responsible for any liability that may occur as a result of the disclosure of financial or other personal information while accessing the Internet at the Library.
Failure to comply with this policy may result in loss of access. Illegal acts may be subject to prosecution by local, state, or federal authorities.
